Approved by Incident assignee not working

We have a new starter service request with an approval 'Confirm licence'. The approver is set up to the 'Incident assignee'. When we try to use this workflow, it just doesn't allow anyone to approve (included incident assignee) and it completely stops the workflow from progressing.

I have logged this with Support to discard any user error but they just suggested a workaround.

I just wanted to double check that we are setting up the workflow correctly and that anyone else is having the same issue.
