Auto reply to comments on closed tickets

Is it possible to set an auto reply for comments received on closed tickets? We have many users who try to create a new ticket by replying to the last closed ticket. No amount of training seems to get the message across that they should do this. I've looked in Automations but these appear to only be triggered on new tickets currently.
