email address already in use

I have a couple users that appear to have been removed or deleted.  I've searched Samanage for that email address, but it finds nothing.  I've gone to Setup --> Users and try to create a new user, but get the error, "The email address provided is already in use. Please check if the email address requires activation or try a different email address."  I tried to send a request to create a new password using the effected email addresses, but when I click the supplied link from that email and try to log in, it states, "Incorrect email or password. Please try again."  Any other way to get things reset?
