Emails from users who have not accessed the portal are not creating incidents in Samanage. When looking up the user, I see their account is listed as pending activation. Is there a way to activate these users as an Admin?

Per our Support team, it could be a number of things causing your issue, so they recommended opening a ticket. Just email email@example.com
