When adding a single user you have an option to not send a notification to the end user. When importing via CSV there doesn't seem to be the same option
By default our .csv import will not send an email notification to end users! So you should be able to import without issue.

We did an import of 10 users and they received emails. Is something configured differently on our end that we can change?
