assigning tasks to portal users

Recently we were able to assign tasks from within a ticket to a Portal user. For some reason now, it only shows users and/or groups created... it no longer shows portal users.

is there a way to get that back? we used that to inform supervisors that their employees were requesting things, so we could get approvals, if the ticket was sent in via email instead of a form.
