Mass updates to User Accounts not possible?

Following a realignment of business units, we are unable to do a mass import that would alter the "report to" and "department" field of users because their email address is already in use.

 

It is far too burdensome to have to do this manually in the application; it would be great to be able to update 1400 records through import without getting back hundreds of "Failed to import row 1 from CSV file: Email is already in use, try a different email" .

 

I have checked, and none of my records were updated.

 

How do we go about making a massive change to the User environment without having to manually alter accounts?
