Users do not have site associated with accounts

After testing the email and portal fucntionailty, it's been discovered that our users do not have our site associated with their accounts.  When they submit a new incident via email, that incident comes through without a default assignee (as this assignee is based upon the site).  Also, when submitting via the portal, the site is not auto populating.    If the user does not select our 'Headquarters' site, then no assignee is selected and there are no email notifications sent out.
