Requester cannot see reason for declining a service request

We have a service catalog item configured for on-boarding employees. The first part of the workflow is an approval step where HR approves or declines the request after looking at the submitted data. If they decline a request, they write the reason for this in the comment field you get in your browser after clicking decline in the email.

Our problem is that the requester cannot see this comment. It is not part of the email they get saying the service request is aborted and they cannot see it if they view the closed incident in the web interface.

Is this something we can configure in the access control?
