Missing email notifications

We're using the new email templates for notifications since they look so much better than the old ones. I have noticed something strange and I don't know if it is related to the new emails or something else.

I am CC on many incidents and I have noticed that often I am only notified about some of the comments being made in an incident. It's like listening to someone on the phone - you hear everything one person says but nothing else.

The example I have right now is a case where I don't get email notifications on the comments made by the requester. I don't know if this is the case for all incidents where this is a problem.

The audit trail clearly shows that notifications are not sent out for the comments I don't see.

Has anyone else experienced this?
