Allow filtering on all States, not just those assigned

We'd like new Users to be able to setup up their incident queue filters immediately when they first start using Samanage. However, we can't have them setup a filter for the incident State of Resolved until they have at least one ticket they've already marked as Resolved first. It appears that the filters are being helpful only showing pertinent States, but the problem is that they'll have to create this filter later on.

Is our understanding of how this works correct? Or is there some sort of workaround other than needing to Resolve a ticket first?
