Recipients of the "To" field are not added to "Cc"

Dear Samanage,

When an email creates a ticket, recipients in the Cc field of the email are added to the Cc of the ticket; however, recipients in the "To" field of the email are not added to the "Cc" field of the ticket. Is this on purpose or have you considered including all recipients of the email (not Bcc, of course) in the "Cc" field of the ticket?
