What constitutes an "Administrator License" in Samanage?

This may be a stupid question, but what determines who uses an "Administrator" license within Samanage?   

I am setting up roles for other users and noticed I can give the ability to users to Read/edit/update/assign tickets, but want to make sure I'm not eating an administrators license while doing so.
