Start service request via API does not send email notification for approvals

I've created a service request that has a number of approvals that conditionally fire off depending on which boxes are checked.

When called via the self service portal, the approval emails fire off no problem.

When I call the same service request via the API, no approval emails are sent.

I can verify this in the incident audit.

Any idea what I might be doing wrong?
