Service Catalogue Description

In the Samanage system, for each service catalogue item, we have given a small description. When the user submit the request, they also type a small description about the request. When we view the ticket, we can see both description, however when you click edit incident, only the catalogue description is visible, not the user description. Can you check is it a bug or it is designed that way?
