Ability to attach files to existing incidents

We have noticed a significant flaw in the application. Portal Users are not able to add attachments to existing incidents. This has a significant impact when IT needs the Requester to provide a screenshot when reporting incident.

Is this an oversight, or do I have a permission incorrectly set?
