Let reporter edit incident

I just had a portal user report the following:

After reporting the incident I cannot edit that like edit the Title or Description, add CC etc. Also cannot edit the Category, Subcategory or Priority fields. It will be nice if these can be edited later.
Is it possible to configure the system, so this becomes possible? Our portal users have the default configuration except I have added read access to CC'd incidents.

If it is not possible, would you consider implementing this?
