Auto-Assign Roles by email address

We are getting geared up to go Beyond IT in a big way; but have encountered a potential problem. We are opening up the Service Catalog only to a department in our company. They have a unique smtp address, and we would like them to be automatically assigned to a Role where they only have Service Catalog access.

Is there a way to Auto-Assign Roles when accounts are created through SSO based on some criterion?

In other words, if your email address is @abcd123.wondertwins.com, you would be in Role "Activate", and if your email address is @zyxw098.crimsonguard.com, you would be in Role "Tomax Xamot"?

Outcomes
