Trigger outbound email based on variable in service catalog

Is there a way to trigger an outbound email, based on a variable withing the service catalog? To elaborate: A simple yes/no question is included as part of a service request (variable). If the answer is "yes", a conditional process item would send a pre-formatted email to a designated address. Ideally, we'd have the ability to include data from other variables (name/department/date, etc.).

Example use case: A manager requests a "new employee setup" catalog itme. The yes/no question is "Does employee need a key". If the answer is yes, an email is sent to the facilities person advising them that the new-hire needs a key made.
