deny portal users from selecting technician

I've been noticing that after out rollout, there have been some users that have finally noticed our self service portal! Great!

However, they are selecting the assignee for their incidents. I'm not sure I like that. I don't think they understand who they are selecting, and I would like to have their tickets assigned to the helpdesk. Then have the helpdesk redirect the ticket to the appropriate department.

Is there already a way to do this?
