'Assigned to:' field is being automatically set to the Requester

I have multiple users contacting me that Incidents they've created are being automatically 'Assigned to:' themselves.  I'd like to stop this from happening.  I noticed there is a Portal side and an Application side to Sammange.  This happens in the Application side.  

Again - 'Assigned to:' field is being automatically set to the Requester.  I'd like it to be set to 'blank' so I can assign it.  Not sure why the Incident would be assigned to the person making the request.

Perhaps there is any easy fix for this?  Thanks. Craig
