Public/Private Solutions

Solutions (i.e. KB posts) should be able to be categorized as Public or Private.  Private solutions could only be viewable for certain groups (i.e. administrators, help desk personnel, etc via check-off box to designate group access) not deemed appropriate for general community self-service
