What exactly consititues an incident change?

I am wondering what specific things constitute a change in an incident. This is important because when setting up email notifications the determination of checking the box reserved for incident changes is not very descriptive.

For example this morning I submitted a private comment on a ticket and my user received an email about the change but obviously couldn't see that anything was changed and this caused some confusion.
