Is it possible to create requests which only certain people can see within the portal view? Effectively assigning request to people\departments. For example if I only want the HR team to see the new starter request?

You can definitely scope down which type of category/subcategory a user can see on the self service portal using roles. You can go to Setup -> Roles to customize what your requesters can and cannot see by adding permissions or restrictions.
