Descriptions in the service catalog are for the benefit of the end user not the agent. After submission that description then gets included in every email update, and is the first thing seen on the preview and view of the incident.
There should be a toggle/checkbox option in the service catalog item setup that would allow that description to be hidden once submitted into an incident.
