Allow techs to rate tickets

    Just like we give users the right to say satisfied/not satisfied, allow techs to rate tickets 1-5 at time of close so we can report on low rated tickets by user.

    What problem will this feature solve?:
    This will allow IT departments to work with their management to identify and document users who are not using the ticketing system appropriately or who are disruptive. managers of users are then able to address the behavior.
