Add the ability to like a user comment in an incident

    As we try to train users to give us the appropriate information we should be able to give positive feedback to users by liking their comments. This allows IT to drive culture in a positive way by giving the users a positive feedback for a well created ticket/response.

    What problem will this feature solve?:
    Tickets that just say "my stuff is broke"
