Customizable categories dropdown in New Incident form.

    Allow for customization of the categories dropdown in the New Incident form.  Not all categories may be applicable for an incident.  Some categories may only be relevant to a catalog request.  

    What problem will this feature solve?:
    This would be easier for the user to navigate and find appropriate categories faster.
