Currently, you can assign or reassign a ticket in edit mode. However, this doesn't trigger a State change nor does it trigger the "Time to Assign" SLA. The state should change no matter where you assign a ticket - otherwise we're just doing the same work twice when we have to change the state in the main Incident screen.
