I suggest adding signature authority by default for a user's manager, meaning a user's manager could approve things assigned to the user. This would be on 24/7, not requiring a user to go in and say when they're on PTO.
Or another option would be to have this be a feature for the administrators to turn on for a specific user for a specific amount of time, since it's unlikely all administrators will be on PTO at the same time.

We have processes in our service catalog items like approval from the requester's manager, things that can't be substituted out with groups. It creates huge headaches when a manager is on PTO for the week. That means the entire process is stuck until that person gets back, since we don't want to modify the entire workflow.
