Add Setup features for the other Service Desk Modules

    Setup only has options for editing the default setup for Incidents.  Features such as the "State" drop down options can be added for an Incident but not for a Change or Problem.  It would be great to have at least the same functionality in setup for these other service modules.  It would be nice to be able to control the placement of new fields in these modules in setup as well instead of just making them stack at the bottom of the form.
