Add Category to Change Tickets

    Add Categories and SubCategories to Changes. We already have categories for Incidents and Requests, however none for Changes. Changes can be implemented without an incident or a request, specifically, if they originating internally from within IT ie projects. Nothing broke and no one requested it, its an IT initiative. Secondly, changes could affect other categories other than what the Incident and Request was logged for.
