Require a Category when incident is Resolved

    We would like to enforce that a Category is required when an incident is changed to Resolved (or possibly Closed). Right now, there's an option to make Category a mandatory field:

    However, this only applies when you're creating the incident or editing it. Sometimes it's more important to have an incident created than trying to spend the time to give it a category. Or the incident's true Category can't be determined initially. By enforcing adding a category when an incident is changed to Resolved instead, it would still give you the flexibility to create incidents quickly, but also ensure that by the end of an incident's life cycle that it is given the proper Category.
