Resolving or closing a ticked with Tasks assigned.

    Currently you can Resolve or Close a Ticket that has tasks attached to it, before the tasks are marked as completed.  This should not be possible.  All tasks associated with a ticket should have to be marked completed prior to allowing Resolution or Closure of a ticket.
