Help Callouts next to custom fields?

    I would like to know if this idea has been kicked around.  Say, in the service catalog, in my forms.  End users sometimes do not know, for example, where to find the serial number on an iPad.  I have a field that asks for the SN, but they always put the asset tag.  I would like to put a little question mark that when they click on, a pop up appears that show the steps to get the serial number. 

     

    Currently, I have put the steps on the top of the form in the description field, but most end users do not even look at that.

     

    Also, I would like to know if in the custom text fields, we can preset the amount of characters in that field.  For example, a Serial Number is a fixed data length.  I would like just that amount of data entered.

    What problem will this feature solve?:
