Custom filters seem to be sorted by the order in which they are created. I?m attaching a screenshot from the Service Catalog. It would help to see the default filters at the top, and then the custom ones sorted in alpha order below the default filters. Allowing the admin to set up the sorting order across the board would be fine, but the default filters should remain at the top.
