Show all open tickets for the site or person in a new incident ticket on the right side of the ticket view

    When creating or receiving a new ticket for a site or a user, it would be extremely helpful to see all "active" (not resolved or closed) tickets for this site or user. Maybe on the right side under or above "Track Time"? 
    This to prevent creation of duplicate tickets, so multiple agents don't work on the same problem without realising.
    What problem will this feature solve?:
