Allow a portal user to add a CC to an incident

    Currently if an admin user creates an incident they have the option to cc someone, but when a portal user tries to create an incident the cc option is not available. We need to have this available as we have plenty of protal users that create tickets on someone else's behalf and would like to stay informed on the progress."
